The petitions stated that “We the undersigned support the demand of the Joy Gardner Memorial Campaign to have a full public inquiry into the circumstances of her death. We call upon the Home Secretary, Michael Howard, to instigate such an enquiry and we request that the Black community be consulted in the composition of the panel”.
